6. SAFE PLACE/HOUSE FOR ABUSED CHILDREN
Project Summary:
An issue which has become a menace in recent times in Ghana especially the Hohoe District is abuse of children especially sexual abuse/defilement of young girls. CARE NET is a non-profit organisation and runs a Youth friendly Centre in Hohoe which provides reproductive healthcare information and services such as library, video films, counselling, referrals and recreation to young people. On the average some 60 young people use the centre every other day. Young girls account for about 80% of all our clients using the various services on a daily basis at the centre. Since 2004 when the centre became operational, there has been a high reported case of Sexually Transmitted Infections among young girls aged 9-17 using the Sexual Reproductive Health counselling service and our SRH and referral data from June 2004 – June 2006. Whiles there has been some reported cases of sexual abuse of girls in the Hohoe District, no reliable data however exist to develop appropriate interventions.
Against this backdrop CARE NET commissioned a facility based survey in October 2006 to June 2007 targeting young children especially girls aged 9-17.
The purpose of the survey was to,
- Establish the current level of abuse of children especially sexual abuse among young girls
- Provide some data for developing interventions
- Provide baseline against which future intervention can be measured and evaluated
- Provide evidence for advocacy for increased support for children especially the girl child.
It is against the background that CARE NET GHANA is proposing this project to offer support through an integrated approach – counselling, legal aid services, temporal shelter and rehabilitation to children of abuse, especially sexual abuse.
Physical, sexual, and emotional abuse of children of school age in the Hohoe Municipality is often perpetrated by people they know and occurs mostly in their homes and schools. There are frequent reports in the media of male teachers, family members and friends sexually assaulting young girls. Girls are often reluctant to report the abuse to their parents, social pressure and associated stigma often prevents them from going to report to the authorities like the police. A 2006 facility based conducted by CARE NET indicated that 37 percent of school girls interviewed stated their teachers had pressured them for sex, 35 percent stated they know at least one teacher having an affair with a school girl, and 69 percent stated they were sexually harassed by male classmates.
As one of the first signatories to the Conventions on the Right of the Child and on the Elimination of all forms of Violence and Discrimination against Women, Ghana has a commitment to universal education, gender equality and empowering of women. This is evident in the various domestic policies and laws to protect and promote the rights of women and children. Yet, a review of the progress in universal primary education and initiatives undertaken in gender equality indicate that the gains achieved are not commensurate with input.
Project Objectives are;
1. To offer support to survivors of child abuse through an integrated approach
- Counselling
- Temporal Shelter
- Rehabilitation
- Legal aid services
2. To provide training in counseling to community volunteers, peer counselors and teachers.
3. To increase opportunities that will create a forum for sharing ideas, experience and learning
about Child rights issues among community members (students, parents, teachers and other
stakeholders).
Activities:
- Sensitize the school community on safe house, what it is, the effects, and what it does.
• Provide training in counselling skills.
- Set up efficient counselling and legal aid services
- Employ case managers, train them and
- Set up a Safe house in Hohoe and other local communities through franchising
Through this program, we hope to create / increase awareness about the existence of Safe house
in Hohoe and the proposed communities through a sensitization outreach as our initial step
towards addressing the issues of child abuse. This will be achieved through partnership with other
organisations and advocacy.
Expected outcome
CARE NET Safe House will be located in Hohoe to offer support primarily to survivors of Child abuse and violence. Services to be offered at the Safe house will include psychological, medical referral, legal counseling and other support services to survivors of violence, especially those from extremely poor backgrounds. It is expected that through the provision of holistic, confidential and centralized support services to survivors of child abuse it will be possible to have a direct and positive effect on their well-being and development.
